The State of Crescent Valley recognizes and establishes the jurisdictional boundaries of its municipalities and counties. The Municipality of Los Santos, County of Blaine County, County of Perico Island, and Roxwood County shall function as independent governmental entities with distinct responsibilities, powers, and jurisdictions as outlined in this article.
Section 2 – Municipality of Los Santos

Jurisdiction of the Municipality of Los Santos – The Municipality of Los Santos shall have jurisdiction over all land, waterways, and structures within its city limits, including but not limited to:

The Los Santos metropolitan area, encompassing all boroughs, districts, and subdivisions within the city.

The Los Santos International Airport (LSIA) and its immediate surroundings.

The Port of Los Santos, including all commercial docks and maritime facilities.

Any coastal properties officially designated as part of Los Santos.

Government Authority in Los Santos – The City Government of Los Santos shall have the power to legislate, tax, enforce city ordinances, and maintain municipal services within its jurisdiction. The Los Santos Police Department (LSPD) shall serve as the primary law enforcement agency, with additional support from county and state agencies when required.

Legal and Regulatory Powers – The Municipality of Los Santos shall retain the authority to regulate businesses, zoning, infrastructure, public services, and civil governance within its boundaries, provided that such regulations do not conflict with state law.
Section 3 – County of Blaine County

Jurisdiction of the County of Blaine County – The County of Blaine County shall have jurisdiction over all unincorporated territories, towns, and rural areas within its legally recognized boundaries, including:

Sandy Shores, including its surrounding desert regions and recreational areas.

Grapeseed, including its agricultural and residential zones.

Paleto Bay, including the coastal town, forested regions, and mountain territories.

Mount Chiliad and surrounding wilderness areas, including state parks and nature reserves.

The Alamo Sea and its immediate shoreline.

Government Authority in Blaine County – The Blaine County Government shall have legislative, administrative, and enforcement authority over county matters, including land management, rural development, and emergency services. The Blaine County Sheriff’s Office (BCSO) shall serve as the primary law enforcement agency, with additional jurisdiction granted to the Paleto Bay Police Department (PBPD) and Sandy Shores Police Department (SSPD) in their respective municipalities.

Legal and Regulatory Powers – The County of Blaine County shall have the authority to regulate county zoning, rural infrastructure, agricultural practices, and law enforcement services within unincorporated areas. However, municipal governments within the county shall retain local autonomy over their respective communities.
Section 4 – County of Perico Island

Jurisdiction of the County of Perico Island – The County of Perico Island shall have full jurisdiction over Cayo Perico Island in its entirety. This offshore island, located southeast of Los Santos and not connected to the mainland, shall be governed as an independent county under the laws of Crescent Valley.

Government Authority in Perico Island – The County Government of Perico Island shall have full legislative, administrative, and enforcement authority over the island, including land use, environmental protection, and security operations. Law enforcement on the island shall be determined by county authorities, with additional oversight from the State of Crescent Valley as needed.

Economic and Environmental Regulations – Due to its unique geographical and economic status, Perico Island shall be subject to special economic zoning laws that regulate tourism, commerce, and environmental protection efforts.
Section 5 – Roxwood County

Jurisdiction of Roxwood County – The County of Roxwood, also referred to as Roxwood County, shall have jurisdiction over the offshore island connected to the mainland by a land bridge. This county shall be recognized as a distinct governmental entity with full county-level authority.

Government Authority in Roxwood County – The Roxwood County Government shall have the power to manage infrastructure, local law enforcement, and county-wide regulations. Law enforcement duties shall be assigned to an appropriate county sheriff’s office or designated police agency as determined by the state legislature.

Development and Zoning Authority – Roxwood County shall be responsible for regulating residential, commercial, and industrial development, as well as maintaining its natural environment. The county shall have the authority to impose zoning restrictions and environmental protections as needed.
Section 6 – Intergovernmental Relations

Cooperation Between Municipal and County Authorities – The Municipality of Los Santos, County of Blaine County, County of Perico Island, and Roxwood County shall coordinate on matters of mutual interest, including law enforcement, emergency response, environmental protection, and infrastructure development. Agreements may be established to ensure efficiency and avoid jurisdictional conflicts.

State Oversight – The State Government of Crescent Valley shall retain the power to intervene in municipal or county matters when necessary to uphold state laws, protect public safety, or resolve disputes between local governments. Any changes to municipal or county boundaries shall require approval by the state legislature.
