    Section 1: General Provisions

    Section 1.1. Short Title
    This ordinance shall be known as the "Los Santos Municipal Code."

    Section 1.2. Purpose
    The purpose of this code is to establish regulations for the welfare, safety, and orderly conduct of the citizens of Los Santos. It seeks to provide a framework for governance, law enforcement, and community standards.

    Section 1.3. Definitions
    For the purposes of this Code, the following terms shall have the meanings ascribed to them:

    • Person: Any individual, corporation, partnership, or other entity subject to the laws of the City of Los Santos.

    • Vehicle: Any motorized or self-propelled device used for transportation, including cars, trucks, motorcycles, and other conveyances.

    • Public Property: Any property owned by the city or state, including roads, parks, and government buildings.

    Section 2: Public Safety

    Section 2.1. Assault and Battery
    (a) A person commits assault when they intentionally inflict bodily injury on another person or cause fear of imminent bodily injury.
    (b) A person commits battery when they intentionally touch or strike another person without consent, causing harm.

    Section 2.2. Disorderly Conduct
    (a) It shall be unlawful for any person to engage in disorderly conduct in public, including but not limited to:

    1. Excessive noise.

    2. Fighting or disturbing the peace.

    3. Public intoxication.

    Section 2.3. Firearms and Weapons
    (a) It is unlawful to carry a firearm or dangerous weapon without the proper permit or license.
    (b) All weapons must be safely stored and carried according to Los Santos law.

    Section 3: Traffic Regulations

    Section 3.1. Speed Limits
    (a) The maximum speed limit in residential areas is 25 miles per hour.
    (b) The maximum speed limit on highways is 65 miles per hour unless otherwise posted.

    Section 3.2. Reckless Driving
    Any person operating a vehicle in a manner that endangers the safety of persons or property is guilty of reckless driving.

    Section 3.3. Driving Under the Influence (DUI)
    (a) No person shall operate a vehicle under the influence of alcohol, drugs, or any substance that impairs their ability to drive.
    (b) The legal BAC limit is 0.08%. Violators will face fines, suspension of driving privileges, and possible imprisonment.

    Section 4: Public Health and Safety

    Section 4.1. Littering and Waste Disposal
    (a) It is unlawful for any person to litter or improperly dispose of waste on public or private property.
    (b) Violators will be fined or subject to community service.

    Section 4.2. Smoking Restrictions
    (a) Smoking is prohibited in all enclosed public places, including government buildings, restaurants, and public transportation.
    (b) Smoking in designated smoking areas is permitted.

    Section 4.3. Hunting Prohibition
    (a) It is unlawful to hunt or discharge firearms for the purpose of hunting within the city limits of Los Santos.
    (b) Violators will face fines, confiscation of firearms, and possible imprisonment.

    Section 5: Criminal Offenses

    Section 5.1. Kidnapping
    (a) Any person who unlawfully and intentionally seizes, confines, or carries away another person without their consent, for the purpose of extortion, ransom, or other illegal activities, shall be charged with kidnapping.
    (b) The penalty for kidnapping shall be determined based on the severity of the offense and the circumstances surrounding the crime.

    Section 5.2. Burglary
    (a) A person commits burglary when they unlawfully enter a building or structure with the intent to commit theft or any other felony therein.

    Section 5.3. Theft
    (a) Theft is the unlawful taking of property with the intent to permanently deprive the owner of its possession.
    (b) Theft can include stealing items from homes, businesses, or vehicles.

    Section 6: Code of Conduct

    Section 6.1. Public Decency
    (a) All persons must conduct themselves in a manner that does not disturb the peace, harm others, or endanger public safety.
    (b) Any acts of indecency, such as public nudity, obscene language, or acts of violence, shall be punishable by law.

    Section 6.2. Vandalism
    (a) It is unlawful to damage, destroy, or deface public or private property.
    (b) Individuals caught vandalizing property shall face penalties, including fines, restitution, and possible jail time.

    Section 7: Emergency Situations

    Section 7.1. Emergency Vehicle Use
    (a) All drivers must yield the right-of-way to emergency vehicles when they are using their sirens and lights.
    (b) It is illegal to interfere with or obstruct the movement of emergency vehicles.

    Section 8: Miscellaneous Provisions

    Section 8.1. Curfew
    (a) No minor under the age of 18 shall be on public property during the hours of 11:00 PM to 6:00 AM unless accompanied by a parent or guardian.

    Section 8.2. Business Hours
    (a) Businesses in Los Santos are required to close no later than 2:00 AM unless they have a special permit for extended hours.
